In a televised address to the nation, President Joe Biden called for the "temperature of politics" to be lowered after the attempted assasination of Donald Trump.
"Politics must never be a literal battlefield, God forbid a killing field," he said.
Trump, who says he was shot in the ear at a Pennsylvania rally on Saturday, earlier called on Americans to "stand united".
He has arrived at Milwaukee for the Republican National Convention (RNC) which is going ahead as planned - the Secret Service says it is "not anticipating any operational changes'' to security.
The gunman - Thomas Crooks, 20 - was shot and killed by the Secret Service but his motive remains a mystery.
"Suspicious devices" were found in his car, officials say, and bomb technicians were called.
The spectator who was killed at the rally has been named as Corey Comperatore, 50, and his wife says he dived on his family to protect them.
